COLWYN BAY & DISTRICT CRICKET LEAGUE

1. OBJECTIVES
(a) To provide the opportunity to play cricket in the evenings, particularly for players unable to play the game at weekends due to work or other commitments.
(b) To recognise and uphold the Laws of Cricket as issued by the M.C.C.
(c) To encourage boys and girls to continue playing the game on leaving junior cricket.
2. MEMBERSHIP
Membership shall be open to any team that can fulfil the objectives of the League and comply with the rules as approved at the Annual General Meeting.
3. OFFICERS

4. MANAGEMENT COMMITTEE
(a) The management committee to consist of all the Officers plus one voting representative from every participating team.
(b) All disputes between Clubs concerning League and Cup Matches will be put to the Management Committee for settlement.
(c) Meetings will be held on the last Friday of the months of the season.
(d) A pre – season fixtures meeting will be held on the last Friday in March.
(e) All teams must be represented at all meetings.
(f) All protests must be made in writing and accompanied by a Fee of £5.00 (returnable if protest carried) within four days of the match.
5. ANNUAL GENERAL MEETING
(a) The Annual General Meeting shall take place on the last Friday in September.
(b) Any changes to the Constitution or Rules must be approved at the Annual General Meeting prior to the following season.
(c) Any proposals for such changes to the Constitution or Rules must be submitted in writing to the Secretary not less than 28 days before the Annual General Meeting.
6. SUBSCRIPTIONS
(a) The annual subscription fee is £60. Changes to be determined at the Annual General Meeting.
(b) League Fees should be paid prior to the start of the season in exchange for fixture cards. Should this not be paid within 28 days after the start of the season, the Fee shall be raised by £10.00. New clubs must include the Registration Fee with their letter of application. The Management Committee shall decide entry fee for J. Hardman Sixes.
7. INSURANCE
(a) Third Party Liability Insurance will be provided by the League covered by the subscription
fees.
(b) Players are advised to take out individual insurance cover for personal accidents, as the Third Party Insurance will not cover personal injuries of playing members.
8. REGISTRATION
(a) *Players must be registered before the first match of the season. Any additional players must be registered with the League Secretary before they are eligible to play.
(b) The playing of unregistered players could result in disciplinary action against the offending team.
(c) No player may play for more than one team in the League whatever the division unless officially transferred.
(d) Players may transfer to another team by mutual consent between the teams and confirmation of the transfer by re-registration of the player with the League Secretary prior to playing for the new team.
(e) No transfers allowed after 30th June.
(f) First Division Clubs may play as many status players as they wish in League Games, while other Division Clubs will be restricted to three status players decided by the Management Committee before the start of the season. Three status players only in each Cup Match.
9. STATUS PLAYERS
(a) Status players shall be as determined at the March Management Committee Meeting.
The definition of a STATUS PLAYER for the 2007 season was decided at the March Meeting.
A Status Player shall be deemed as a player who regularly plays First Team Cricket in the Liverpool Competition (or equivalent league).
(b) No professional or visiting overseas player will be allowed to play.
10. CRICKET VENUES
(a) The first named team on the fixture list will be classified as the Home team and responsible for providing a suitable playing pitch.
(b) Teams without a home ground are liable to pay for the hire of their opponents’ ground when playing their home match against teams who hire a ground on a match to match basis.
(c) The pitch shall be properly marked out including the 8 yards limit for the bowlers’ approach (which could be marked by a line or a disk)
11. PLAYING REQUIREMENTS
(a) Each team shall provide an Umpire, a Scorer and a match ball. Teams not providing a scorer must abide by their opponents score book.
(b) White balls may be used throughout the match by mutual consent.
(c) All teams should endeavour to turn out in cricket whites or standard team attire.
12. MODE OF PLAY
(a) Each inning will last a maximum of 15 x 8 ball overs.
(b) No bowler may bowl more than four overs in any one match.
(c) *Bowlers approach to be started from not more than 8 yards otherwise a no-ball shall be called by either umpire.
(d) Any batsman passing 50 runs must retire his/her innings. He/she may resume their innings in the event of the batting team losing their remaining wickets. If more than one player has retired then the batsmen should resume their innings following the original batting order.
13. START OF PLAY
(a) Start of play shall be 6.15pm. No game to start after 7pm.
(b) Should one team not be ready to start by 6.30pm, the team that is ready shall automatically win the toss.
(c) Latecomers will only be allowed onto the field of play with the agreement of both Captains.
(d) Teams with less than six players shall automatically forfeit the points for that match.
(e) *Teams not fulfilling League fixtures without good reasons and to the satisfaction of the Management Committee, shall automatically concede 5 points to their opponents and may have a further 5 points deducted from their total League points.
14. PLAYING OF FIXTURES
All matches should be played strictly to the fixture list. Teams should confirm all matches with each other at least two days before they are due to be played. No match is to be re-arranged unless sanctioned by the Management Committee.
15. ADVERSE WEATHER
(a) Matches should not be cancelled until it is obvious no play is possible due to adverse weather conditions.
(b) *Should a match, other than Cup matches, be cancelled due to adverse weather conditions, the match shall not be rearranged.
16. POINTS SYSTEM
(a) Four points shall be awarded to the winning team.
(b) One bonus point shall be awarded for taking all opponents wickets, no matter what the result of the match.
(c) One bonus point shall be awarded to any losing team not losing all their wickets.
(d) Two points shall be awarded to each team in a tied match.
(e) One point shall be awarded to each team in a League match cancelled due to adverse weather conditions.
17. RESULT CARDS
(a) Result cards are to be forwarded to the League Secretary by the Saturday following the match, even if the match is cancelled due to weather conditions.
(b) Both teams are to submit result cards including any outstanding player details.
(c) *Teams not submitting result cards could have two points deducted for each missing card from their points accrued in the League table.
18. NUMBER OF DIVISIONS
(a) The number of divisions shall be agreed at the AGM when the number of teams entering the League will be known.
(b) Should two or more teams qualify for promotion/relegation with the same number of points, the following criteria shall apply:
· The head to head record between the tied teams in league fixtures to count.
· If still a tie, then the total points scored by each tied team in league fixtures against each other to count.
· If still a tie, then the teams shall meet in a play-off match to decide the issue.
(c) Promotion/Relegation issues for the forthcoming season to be decided at the pre-season fixture meeting.
19. CUP MATCHES
(a) Teams shall be entered in order of merit following their league positions at the end of the current season.
(b) The top half of the League shall be entered in the Robertsons Cup.
(c) The bottom half of the League shall be entered in the Tom Barlow Cup.
(d) In the event of Cup ties ending in a tied match the winning team will be the team losing fewest wickets. If it is still a tie then the team batting for the fewest number of balls shall win. If still a tie the toss of a coin shall determine who progresses.
(e) *If either Cup Final is postponed due to adverse weather then the match shall be played the following evening. If no play is possible then both teams will participate in a bowl-out to decide the outcome.
20. JOHN HARDMAN SIXES
(a) The John Hardman Cup will be held on a Sunday in June to be arranged by the Management Committee.
(b) The Sixes may be played at two venues if sufficient teams enter.
(c) The rules, entrance fee and format shall be agreed at the fixture meeting in March.
